THE AI-DRIVEN REENGINEERING OF LEGISLATIVE AND POSTAL SYSTEMS: Streamlining Collective Intelligence Towards Sustainable Development

This paper introduces “Democratic Ergonomics,” using AI and feedback systems to make governments more accountable and efficient. The idea is to close gaps in legislation so all SDGs can move forward faster and cheaper.


The UN Global Sustainable Development Report for 2023 indicates that progress on the SDGs has stagnated because only 12% of the SDGs are on track. Taking into account the mission of the Sustainable Development Division of IISE , the presentation describes how the reengineering of legislative and postal systems cannot just reverse the current stagnation of the SDG process but help place all 17 SDGs on track on time for the deadline at a fraction of the projected cost.

We looked at overall legislative systems and identified Best Democratic Practice for the development of sustainable societies. We found that most legislative systems are open-cycle. If those systems are to help deliver more gains in productivity, action must be taken to close the cycles. At this point we developed the concept of Democratic Ergonomics, describing the methods large organizational groups, such as whole societies, must carry out towards financing and influencing the machinery of their governments, MoG, in a macro-ergonomically effective manner.

To close the cycles, constituents may rely on AI-generated information that helps them form more informed opinions on civic problems requiring attention. Subsequently, each constituent employs Best Democratic Practice and communicates opinions or suggestions to their legislators, thus streamlining collective intelligence towards closing the legislative cycles while establishing legislative accountability, reducing waste, and improving system efficiencies and effectiveness.

Thus, by identifying unresolved constituent conflict as the source of the existing unsustainable global situation, Democratic Ergonomics reduces the complexities of the facets of social wellbeing to an information engineering problem.
